This week, the Treasure Coast Regional Planning Council also released a study that recommended the amount of residential, commercial and office space the King Boulevard corridor could sustain. The planning agency proposed lower densities because of the weakened real estate market, in comparison to those indicated in Intown’s plans for the $364 million Seacrest Village.

The project proposes 1,052 condominiums, of which about half would be set aside for work force housing, in addition to 30,000 square feet of office space and 115,000 square feet of commercial space, including a grocery store, health club and community center.

The density Intown proposes is about 40 units per acre. But the regional planning council said the area could probably sustain about 30 units per acre. And it would likely not be able to support more than 75,000 square feet of retail, said Thomas Lavash, of the Washington, D.C.-based Economics Research Associates, which partnered with the planning agency on the study.

Higher densities are needed to allow for affordable housing, said Samantha Simon, president of Intown Partners.

“Here’s a project that for the first time ever is providing 50 percent work force housing,” she said.

Eleven months of negotiations is enough and the deadline of July 3 stands, Mayor Jerry Taylor said. “It’s either go or no-go.”

Taylor said the slumping real estate market is also to blame for the delay.

The CRA in August began negotiations with Intown, which claimed to have worked closely with the Heart of Boynton community for four years.

Intown’s team of urban planning partners originally impressed board members. Attempts were made to draft a developer’s agreement between Intown, the agency and the city.

But soon, the CRA grew distrustful of the developer as Intown failed to meet deadlines and supply financial information and partnership agreements, board members said.

City commissioners took the lead in negotiations in mid-February. City Manager Kurt Bressner and City Attorney Jim Cherof have held one negotiation session with the developer since the city took over.
